Silver Dragon Serpent Viking Red & Blue Iron Cross Enamel Ship Brooch

Vintage patina silver Viking ship with serpent, dragon head mast and iron cross sails with red and blue enamel brooch.  Hallmarked Spain on the back which is odd because this is obviously viking symbolism but on a spanish ship.  Viking ships didn’t have all of these intricate multi directional sails.  But the dragon/serpent head at the front is very viking and the iron crosses on the sails are very German/prussian.  So this piece is confusing to me.
